AIM proposes to the Government to amend the law on telework

Asociatia Intreprinzătorilor Maramureș, representative non-governmental organization for the Maramureș business environment, in representing the interests of its members (68 Romanian companies with a cumulative number of 7000 employees),  we submit to you for analysis and adoption, the proposal to amend art. 6 para. 2 of GEO 132/07.08.2020 regarding the support measures intended for employees and employers in the context of the epidemiological situation determined by the spread of the SARS-CoV-2 coronavirus, as well as to stimulate the increase in employment, in the sense that the normative act will allow the granting of support financial in the amount of 2500 lei for the purpose of purchasing packages of goods and technological services necessary to carry out the activity in a telework regime, and for employees who worked, or will work, in a telework regime during the state of alert.

We believe that this measure is required for the following reasons:
Against the background of the increasingly accentuated spread of the infection with the new SARS-CoV-2 coronavirus (the Strategic Information Group reporting at the present time more than 3000 new cases of illness), the authorities will have to adopt increasingly drastic measures in order to prevent infections at the site for work. The telework regime, which allows the physical distancing of employees, represents an acceptable solution that would allow a significant number of employees to continue to carry out their gainful activities, thus limiting the negative consequences of the suspension of individual employment contracts or even their termination. It is known that the pandemic took the economic environment by surprise so that, during the state of emergency, very few employers used telework in order not to interrupt the activity, especially since the use of technological devices for this purpose is quite limited among agencies economy from Romania. This naturally generated a decline in the economy and additional pressure on the state budget which bore the costs of technical unemployment.

Thus, granting the incentive also for employers who resorted to telework during the state of alert (not only for those who chose this method during the state of emergency), would stimulate people to remain active in the labor market, and would lead to the prevention of the increase the unemployment rate and ensuring sources of income for employees, which would ultimately mean reducing the negative social effects caused by the spread of the coronavirus.

In this context, we hope that our proposal will be analyzed and accepted as a measure to support the economic environment.
